Passing the 13th Amendment Two-thirds of the majority of the House and Senate were needed to pass the proposal. The Senate passed it easily, but Lincoln was having trouble convincing two-thirds of the House members. Lincoln's lobbyists worked tirelessly to persuade men to vote for the 13th Amendment.
